摘要: Introduction: Accountability has been widely used to guide and shape employee behavior to improve employee performance. However, in safety production, whether safety accountability can improve safety performance, to what extent, and what factors are affecting it remain unclear. This study explores the mechanisms through which safety accountability affects the individual safety performance of Chinese enterprise safety managers. Method: We construct a new theoretical model based on social identity and conservation of resources theories and test it using survey data on enterprise safety managers. Results: The results of the mediating effect show that safety accountability is a "double-edged sword" for safety performance. On the one hand, safety accountability can improve safety performance by enhancing the professional identification of safety managers. On the other hand, safety accountability can also cause a role overload for safety managers, reducing their safety performance. Finally, the safety climate moderates the mediating effect of professional identification and role overload. Practical Applications: Overall, this study explores the mechanism of safety accountability on safety performance from a micro-perspective, which can enrich the theory and practice of safety production and emergency management. © 2024 National Safety Council and Elsevier Ltd

摘要: Effective coordination of urbanization dynamics and influencing factors is crucial for achieving balanced development. This study analyzes urbanization, economic, and environmental data of the Yangtze River Economic Belt from 2005 to 2019 using the Coupling Degree model and Entropy Method with the Analytic Hierarchy Process, focusing on the coordination between urbanization development, economic development, and environmental protection (EP). It highlights the significance of government interventions and the necessary level of government engagement in environmental matters for harmonized development across regions. Findings show that higher urbanization and economic levels align with robust environmental safeguards facilitated by active government interventions. Conversely, lower levels may lead to reduced EP, influenced by government actions. The study enhances understanding of the interplay between urbanization, economic growth, and environmental conservation, underlining the government's role in coordination. Different development stages reveal the importance of government environmental interventions for policy formulation. Introducing the relatively unexplored variable of government policy, the study establishes a comprehensive framework for interventions, enriching coordination analysis and insights.

题名: The evolution of central environmental protection inspection policy attention in China: An investigation based on inspection reports

摘要: The central environmental protection inspection (CEPI) system in China is a significant institutional innovation in national environmental governance. The CEPI applies a joint supervision strategy to address salient environmental issues and strictly enforce the environmental responsibilities of local governments. This study collects and organizes CEPI inspection reports covering three stages that encompass the first round, the look back, and the second round, applying text analysis to obtain sample data and conduct statistical quantification of word frequency in inspection reports and identify notable changes. The study explores the allocation of CEPI attention between policy objectives and the intensity of policy instruments. We determine that in con-junction with public opinion feedback, the CEPI conducts targeted inspections and focuses more on pollutant governance, which has high severity and can be addressed quickly. The CEPI fills the gap of normalized governance with a campaign-style governance approach. Regarding the intensity of policy measures, the CEPI primarily uses economic incentive policy instruments, supplemented by command-and-control and public guidance approaches, advancing the sustainability of regulatory effectiveness through economic, social, and political activities. This study extends knowledge in the field of CEPI policy priorities and implementation, expanding the literature related to outcomes of environmental policy in developing countries.

摘要: The introduction of dual carbon targets will significantly impact power system development. Despite this, there is currently limited research on achieving system evolution and transition while ensuring safety, low-carbon output, and efficiency, as well as quantitatively analyzing the resulting changes dual carbon targets will have on the power system. Co-evolution of the power system offers a solution to balance the impact of dual carbon goals and enhance interaction among system entities, thereby facilitating the achievement of these goals. Our study focuses on constructing an evolutionary topological network by analyzing the dynamic evolution rule of power systems. We investigate the co-evolution pattern of power systems by analyzing the relationship between the role of power system agents and their dynamic structures. Furthermore, we analyze the future structural changes of power systems, which can provide theoretical support for achieving dual carbon goals in the power system. Our findings highlight key measures to promote synergistic evolution, including increasing energy storage capabilities, stabilizing renewable energy supply, breaking inter-provincial barriers in electricity transmission, and developing a multi-level intelligent power system. Through link analysis, we discover that future power systems will maintain a mild coordination among agents rather than implementing large-scale realignment and reconfiguration. We posit that overcoming obstacles can be achieved by fostering cohesion between the network and agents through technological innovation and widespread market diffusion to drive co-evolution.

题名: Renegotiations after procurement auctions: Coping with supply disruptions due to underestimating costs

摘要: It is common for suppliers to underestimate costs in procurement auctions, thereby decreasing the bid price and profit on completion of the supply, and potentially resulting in supply disruptions. We study the bidding decisions of suppliers that underestimate costs when the buyer uses first-price or second-price sealed-bid procurement auctions. We study the effects of underestimating costs on the bid prices and performance decisions under different auction modes and propose renegotiations after procurement auctions to cope with supply disruptions. The results show that: (1) using first-price or second-price auctions, underestimating costs does not guarantee a positive profit on completion of the supply. When the winning supplier's degree of underestimation is high enough, underestimating costs may cause supply disruptions. (2) When the buyer faces supply disruptions, if the expected payment for re-selecting another supplier is not less than a certain threshold value, the buyer can prevent supply disruptions through renegotiations after procurement auctions. (3) Compared to the situation where all suppliers' budgeted costs are accurate, underestimating costs always decreases the supplier's profit. For the buyer, when the supplier completes the supply under the original or renegotiated contract, underestimating costs can decrease the procurement costs. Finally, we show the main conclusions with numerical examples.

摘要: Private enterprises are important due to their innovation-driven development strategies. There are many private entrepreneurs in China who have experience working in state-owned enterprises (SOEs), and how entrepreneurs' SOE work experience affects enterprise innovation investment has not yet been sufficiently studied. Based on imprinting theory and using data from a survey of private enterprises in China, our study confirms that private entrepreneurs' SOE work experience promotes enterprise innovation investment. Mechanism tests suggest that political connections and policy perceptions are mediating mechanisms. Entrepreneurs' educational background reinforces the mediating roles. This paper enriches the research on imprinting theory and enterprise innovation.

摘要: For actual multi-criteria group decision-making (MCGDM) issues with complexity and uncertainty, decision-makers may not be completely rational, and the psychological characteristics generally exert influences on the decision process. As an effective cognitive model, three-way decision (TWD) dedicates to handling uncertainty and is widely used in distinct fields. In this regard, this study incorporates regret emotion into TWD in the dual hesitant fuzzy (DHF) context, and accordingly designs a decision model for uncertain MCGDM issues considering bounded rationality. Specifically, by means of distance measures and score functions of dual hesitant fuzzy elements (DHFEs), the calculation method of loss functions and conditional probability are proposed firstly. Meanwhile, drawing from regret theory, the TWD rules considering regret emotion are generated under the DHF environment. Further, based on this, a detailed three-way group decision model based on regret theory, aimed at solving MCGDM problems under DHF uncertainty, water supply alternatives selection, is constructed. Lastly, a numerical example is employed to elaborate the application of the model.

摘要: While industry conventions underscore the imperative for firms to accelerate their new product development (NPD) speed in order to maintain competitive advantage, especially when they face intense competition, extant literature has afforded relatively scant attention to the phenomenon of competitive intensity as a driver of NPD speed. Equally underexplored are the operational mechanisms and the boundary conditions of the effects of competitive intensity on NPD speed. Drawing on the knowledge-based view, this paper reveals how competitive intensity shapes firms' NPD speed through knowledge integration and the contingency of both the direct effects and the mediating effect on market orientation. Data collected from a sample of Chinese manufacturing firms support the hypotheses of these multifaceted effects. The research findings contribute to the NPD literature in multiple ways and provide useful recommendations to managers.

摘要: 文章从制度激励的视角出发,解释农村基础设施项目绩效损失的影响因素与机理。文章认为,在项目制与科层制的双重激励下,省级拥有目标建构权、县级追求政绩覆盖、乡镇产生资源依赖,三者综合作用会导致项目发展目标偏离;县级注意力转移、乡镇悬浮型特征和企业非市场行为易引发项目进度目标差距;项目绩效评价指标偏离发展目标、外部监测评估机构独立性不强、行政系统内部的连带责任使项目监测验收机制失效,消解了其对项目绩效的纠偏功能。研究结论表明,制度激励导致主体间组成“趋荣避损”的非意愿联盟,是项目绩效损失的系统内部原因;制度激励未能吸纳村民参与,导致村民话语权缺失及基层治理脱嵌是引发项目绩效损失的外部因素。

题名: 税收征管数字化提高了企业慈善捐赠吗——基于“金税三期工程”准自然实验的研究

摘要: 税收征管数字化是税收征管与数字技术深度融合的典型事件,已有文献对税收征管数字化在企业层面的治理效应进行了较为丰富的研究,但鲜有成果分析其对企业慈善捐赠行为的影响。本文基于2008~2020年我国A股上市企业的微观数据,采用多期双重差分法,实证检验税收征管数字化对企业慈善捐赠的影响。基准回归结果显示,税收征管数字化显著提高了企业慈善捐赠规模,在进行平行趋势、倾向得分匹配-双重差分法、更换被解释变量、剔除部分样本、安慰剂等稳健性检验后,结论依然成立。究其原因,税收征管数字化提高了企业的信息透明度,促进了税收优惠政策的落实和企业享受比例,从而提高了企业慈善捐赠规模。拓展性分析显示,当企业所在地区经济发展水平高、企业为非国有企业,以及在2014年之后的年份,税收征管数字化促进企业慈善捐赠的效应更为显著。建议深入推进税收征管体制改革,强化税收征管对企业慈善捐赠的规范和引导,同时注重发挥税收大数据“以数治税”优势,促进各项税费优惠政策及时精准地匹配到每一户适用企业,助力企业更好实施慈善捐赠。
