彭栋梁，湖南汨罗人，1963年4月生。1983年毕业于兰州大学物理系后并留校任教，1983-1995年在兰州大学物理系任助教、讲师、副教授。1995-1997年作为中日联合培养博士生在日本东北大学金属材料研究所留学；分别于1998.1、2005.12在日本东北大学金属材料研究所和日本名古屋工业大学材料科学与工程系先后以研究员和副教授身分进行科研和教学工作。2005年起在厦门大学任教。
