当今世界在物质财富方面的变化有目共睹，但是随之出现的却不仅仅是促进人类进步的科技变化，若仔细观察，不难发现在世界范围内，毒品犯罪问题作为全世界的毒瘤却也一直存在。并且随着世界毒品贸易的存在而在全世界不断扩散，并演化成全球性的犯罪问题。现实中，毒品犯罪对世界各国在政治、经济、军事等各个方面不断侵蚀，并产生巨大危害。相应的，毒品犯罪的存在是对稳定的社会秩序是一种挑战，因为它不仅仅毒害民众身体，更摧残民众的精神意志。其所产生的巨大经济利益，成为毒品贸易产业链存在的根本性因素，此外，毒品具有的容易让吸食者上瘾的特性无形中让染毒者欲罢不能。毒品贸易不断攫取毒品吸食者的稀薄财富，从而引发着其他社会犯罪行为出现，危害人类社会安全，成为全人类的灾难。

毒品贸易有其起源及发展历史，并不断演化中变成遍及全球的犯罪问题，具备跨国性及跨地区性的特征，因为以打击毒品犯罪为目的的各行政主体，无法通过单独打击遏制来解决毒品犯罪问题，跨国、跨地区的国际合作成为必然选择，对于这一严峻任务，需要国际社会加强合作。

中老两国最为友好邻邦，在近代社会毒品贸易过程中的联系密不可分，地处老挝的著名于全球的“金三角”地区成为全球毒品的重要产地，而紧邻的中国，因近代国家的落后，思想固化成为毒品的倾销地，后来因经济发展精神激荡，且人口众多而成为毒品贸易的重要消费市场，因此，为解决当前荼毒两国的毒品贸易，加强合作便不可避免。

毫无疑问的是，完善犯罪治理合作机制是打击跨国毒品犯罪的治本之策。中老两国在对毒品犯罪带来的巨大危害方面已然深有共识，因此两国都在本国法制层面制定了相应的法律制度，并先后加入《国际禁毒协定》，但两国同作为社会主义国家，更应该在立法，司法等法制建设方面通力合作，强力肃清毒品犯罪的毒瘤，努力实现两国边境安全及社会秩序的提升。

本文将从考察中老两国毒品犯罪的发展历史出发，分析两国毒品犯罪的成因，并在现实基础上比较论述两国针对毒品犯罪的立法、司法、执法活动，最后在此基础上提供治理合作机制等方面建议。

Times are getting better, but the compatible and associated development is not just the good fruit that promotes human progress. If we analyze our time, it is not difficult to find that the problem of drug crime as a social cancer has not been eliminated. With the existence of the drug trade, drug crimes have been spreading all over the world and become a global crime problem. The drug crime brings continuous erosion and has great harm to the world's political, economic, military and other aspects, constantly challenging the stability of the social order, poisoning the body of the people, moreover, destroying the people's spirit will. Because of its enormous economic benefits, the proliferation of production and trafficking is being induced in the upstream of the drug trade. Also because of its highly addictive nature, it continues to snatch the thin wealth of ordinary smokers at downstream and promote other social crimes caused by drug-related crime. Drug crimes endanger the safety of human society and become the disaster for all mankind.

The drug trade has its origins and development history, and constantly becomes a global crime problem in the evolution. The drug trade has transnational and trans-regional characteristics, because the administrative subjects which aims at fighting against drug crimes can not solve the problem of drug crimes by alone containment, which makes transnational, trans-regional international cooperation become inevitable.For this severe task, the international community needs to strengthen its cooperation.

China and Laos are the most friendly neighbors. The connections between the two countries in the process of drug trade are inseparable in modern society. The world's famous "Golden Triangle" region, located in Laos, has become the important origin of world's drugs. While the nearby China, has become the dumping place of drugs because of the backwardness of modern countries and stubborn thoughts. And afterwards, because of the spirit of economic development and large population, China becomes an important consumer market of drug trade. Therefore, in order to resolve the drug trade which poisons the two countries, strengthening cooperation is inevitable.

There is no doubt that improving the mechanism for cooperation in crime control is a fundamental strategy to combat transnational drug crimes. China and Laos have already reached a consensus on the enormous dangers of drug-related crime. Therefore, the two countries have formulated the corresponding legal system at the domestic legal level, and have acceded to the International Anti-Drug Agreement. But the two countries, as a socialist country, should work together in legislation, judicial and other legal construction to strongly eliminate the cancer of drug crimes and make efforts to achieve the improvement of border security and social order of the two countries.

Starting from the understanding of appearance of drug crimes between two countries--China and Laos, this thesis aims at analyzing the causes of drug crime of the two countries, and compare the legislation, judicature and law enforcement activities of the two countries on the basis of reality, and provide some suggestions on the mechanism of governance cooperation.
