公证制度在我国恢复发展三十多年来，在维护社会和谐稳定、促进经济健康发展、服务保障民生、预防矛盾纠纷、规范市场行为等方面发挥了重要作用。但是武威市公证工作在发展中受地理位置、经济、体制、思想观念等因素的影响，存在队伍管理不规范、体制机制不健全、公证证源不充足、质量管理不完善等问题，已成为制约全市公证事业进一步发展的瓶颈。本文以武威市公证工作实际出发，着重从公证机构性质、行政监管和行业管理、公证独立性等方面等分析了制约武威公证发展的突出因素和困难，并依据法学相关理论，提出了完善武威市公证工作发展的对策及建议。

论文全文分四个部分:引言部分主要撰写了本论文选题的背景和研究的意义，系统的阐述了国内外公证工作研究现状，以及本篇论文研究的方法和思路。第一部分厘清了我国公证的基本涵义、特征，以及公证机构的设置、性质以及实行的管理体制。第二部分从机构设置、性质、队伍现状和业务办理等方面介绍了武威市公证工作的基本情况。第三部分指出了武威市公证工作在队伍管理、体制机制、公证质量管理等方面存在的问题，深层次的分析了原因，并进行了归纳总结。第四部分提出了完善武威市公证工作的对策建议，主要在规范队伍管理、健全工作体制、拓展业务范围、规范公证质量管理等方面做了详尽的论述。

通过分析，本文认为武威市公证机构性质应尽快向事业体制转变，并从机构的设立布局、公证质量管理、强化激励体制等方面着手，为吸引公证人才消除障碍因素，并加大宣传力度，不断拓展公证业务，规范公证管理，才能使武威市公证机构做大做强，充分发挥职能作用。同时，撰写本文也希望促进社会公众更加全面的认识和了解公证，增强公众的公证思维，提高公证的公信力。在理论及实践层面，以期对其他欠发达地区，特别是市县级公证机构改革管理工作，能够有所启发和帮助，为欠发达地区公证事业的改革发展提供一定的参考。

In the past thirty years, notary system in China has been playing an important role in maintaining social harmony and steadiness, promoting healthy economic growth, serving and protecting livelihood, preventing conflicts and disputes and normalizing market behaviors since its redevelopment. However, notary organizations in Wuwei City, influenced by geographical location, poor economy, backward system and ideology, have problems of irregular team management, unreasonable systems and mechanism, insufficient sources and imperfect quality management, which have become an obstacle to the further development of notarization in the city. Based on actual situation of notary works in Wuwei City, the thesis mainly analyzes the key factors and difficulties preventing the notary development from the aspects of the organizational nature, administrative supervision and management as well as notary independence. Besides, some specific solutions are put forward on the basis of the relative law theories to improve notary works and development in Wuwei City.

The thesis can be divided into four parts. The introduction part mainly describes the background and significance of the topic. Besides, notary researches status, methods and ideas are systematically expounded. The first part includes basic meaning, characteristics of notarization as well as structures, properties and management systems of notary institution. The second part introduces the general notary situation of Wuwei City with respect to structure, nature, personnel and services. The third part deeply analyzes the existing problems of notary work in Wuwei City including poor team management, system and mechanism as well as quality management, etc. Subsequently, an integrated summary and conclusion will be made. The forth part is comprised by solutions and suggestions for improving notary work in Wuwei, involving an comprehensive and detailed  description of how to standardize team management, promote work mechanism and system, expand services and businesses and improve notary quality management.

Through an overall analysis, it is suggested that notary organizations in Wuwei City shall be transformed to public institutions. In order to attract notary talents and remove obstacles, notary organizations shall pay attention to structural formation, notary quality management and incentive system. Meanwhile, the organizations shall strengthen publicity, expand services and normalize notary management to make them stronger, larger and useful. Moreover, the thesis is written for helping social public to know and understand notarization comprehensively, which has an positive influence on improving notarial credibility. From the theoretical and practical perspective, the thesis is intended to provide interests and benefits for notary works in other underdeveloped areas, especially the cities and counties requiring for a notarial reform and improvement of management. Therefore, the thesis can act as a reference for poor areas to carry out reform and development of notary works.
