Other Abstract | The policy of studying in China is an important part of my country’s education policy. At present, my country’s policy on studying in China includes enrollment, education and teaching, management services, graduate employment and many other aspects. It has initially formed a policy system for studying in China with Chinese characteristics. It provides policy guarantees for the development of education for studying in China and improving the quality of education for studying in China.
The formulation of policies for studying in China has a historical evolutionary process. Since the founding of New China, my country has formulated different policies for studying abroad in different historical stages in combination with different era backgrounds and social environments. Research on these policy texts is helpful to clarify coming to China. The historical context of the development of the policy of studying abroad and the direction of its evolution. This article uses the current policy tool theory that is more popular in the study of policy texts, combs, screens, and codes the policy texts issued by various central departments of our country since the founding of the People’s Republic of my country, and comprehensively uses literature research methods and statistical analysis methods to construct policies. At the same time, based on the analysis framework, combined with the policy text of studying in China, summarize and sort out the characteristics of policy evolution, summarize experience, and identify problems.
In order to achieve the purpose of the research, this article chooses the method of dividing policy tools of Rothwell and Zegveld. The future study abroad policy in China is divided into supply-oriented tools, demand-oriented tools and environmental tools. At the same time, value orientation, talent training, institutional guarantees, multiple co-construction and management are introduced. Serving five policy elements, cross-analyzing two dimensions of data, and at the same time, the future evolution of China's overseas study policy can be summarized as five phases of fulfilling international obligations, expanding opening up, strengthening system guarantees, focusing on top-level design, and building overseas study brands. Reviewing the research results from the perspective of policy tools, we find that China focuses more on the use of supply-based tools and environmental tools to build a policy system for studying abroad in China, while the use of demand-based tools is relatively lacking, and it is within each policy tool and policy elements. There is an irrational structure among them.
A complete and efficient policy system is the key to ensuring the achievement of policy objectives. The high degree of agreement between policy tools and policy elements is more conducive to the overall benefits of the policy system. Based on this, this paper, based on the analysis of the research results, proposes an optimized idea for the formulation of policies for studying abroad in China in the future, that is, to stabilize the use of supply-based tools and environmental tools, increase the proportion of demand-based tools, and at the same time It is also necessary to optimize the structure of policy elements, improve the appropriateness of policy tools and policy elements, and give full play to the overall effectiveness of the policy, so as to promote the high-quality and connotative development of overseas education in China. |
